Emily threw them out of her office. In the end, it was the only thing she could do.

Out of spite, she tried to reassign them from the guest quarters to the employee barracks’ basement, but PLAIR steadfastly refused.

She looked for another safe house to put them in, but quickly discovered the embassy only had one and it was no longer available. Police had raided it, and were currently investigating how a certain dummy corporation had been able to rent the place.

She backed away from that mess, cursing. At some point State would need to obtain a new safe house in Central City, but that would take considerable effort mixed with care to avoid growing police suspicion.

Increasingly frustrated, she put in an emergency call to the Committee, only to be told by those sitting in the shadows that the Counterforce team’s authorization went above them.

“Who did this?” she asked, incredulously.

“You know who, Ambassador. And the Counterforce teams are under his direct authority, through a joint venture involving RNI and the Navy. This is all classified, by the way.”

So, she thought. The Chancellor himself really is behind this, just as she had suspected. That explained PLAIR’s unwillingness to move against the Commander and his team.

She could at least vent to the Committee.

“Is my embassy to be used as their playground, then? People have gotten killed here!”

“We all answer to Chancellor Severs, Ambassador. They stay as long as he wants them there. You are to extend every courtesy.”

The Committee signed off leaving her feeling more helpless and frustrated than before.

She called Lassiter back in, and realized now why he looked so glum.

“What happened, Len? I want to know everything that has been going on. Why were Shotwell and Pico targeted?”

“Well, I got a pretty good idea of how it all went down, ma’am. It’s like this . . .”
